COMMENT: Last week we suggested that "We're beginning to move into some possibly treacherous territory for the current market rally" and hinted that "the stage is being set around the world for a downside reversal in stocks." As it turned out, share prices in the U.S. are currently on the cutting edge, leading the world markets with a downward move. Meanwhile, the markets in Asia and much of Europe continue to rally.
AN EXPLANATION FROM THE PRESIDENT
According to some commentators, President Bush seems to be toning down his proposals for revamping the Social Security system by privatizing at least part of the program. But exactly what are his proposals? He offered this explanation in Tampa, Florida, on February 4, in response to a woman who asked him how his plan would solve what he insists is a problem with the system:
"Because the -- all which is on the table begins to address the big cost drivers. For example, how benefits are calculate, for example, is on the table; whether or not benefits rise based upon wage increases or price increases. There's a series of parts of the formula that are being considered. And when you couple that, those different cost drivers, affecting those -- changing those with personal accounts, the idea is to get what has been promised more likely to be -- or closer delivered to what has been promised.
"Does that make any sense to you? It's kind of muddled.... There is a reform that would help solve the red if that were put into effect. In other words, how fast benefits grow, how fast the promised benefits grow, if those -- if that growth is affected, it will help on the red.
"Okay, better? I'll keep working on it."
THE SOCIAL SECURITY HOROSCOPE
Even more intriguing than Mr. Bush's explanation is the horoscope for the inception of Social Security. The legislation which created the Social Security Administration was signed into law by President Franklin Roosevelt on August 14, 1935. At this point we don't know the exact time that President Roosevelt signed the bill, but both Time Magazine and United Press International reported that the ceremonial signing took place during the afternoon. The notice in Time following the event commented that the press had been notified that morning to attend the signing that afternoon, but also complained that some print media were excluded from the ceremony in order to make room for the movie newsreel cameras. Based on this contemporaneous data, we have estimated that the signing took place at 3:30 pm. EST in Washington. This is an interesting chart, with the meridian axis at the midpoint of the Hades/Admetos conjunction, which is the astrological signature of the Great Depression. Even more intriguing are the current transits to this horoscope, with the current transiting Pluto/Hades opposition lining up precisely on the Social Security Ascendant/Descendant axis and the ultra-apprehensive Saturn/Vulcanus conjunction hitting the Social Security South Lunar Node. This is obviously a speculative and untested horoscope, but we nevertheless hope that other astrologers will take a look at this chart and perhaps share their comments and observations.

THE WEEK AHEAD
The week brings earnings reports from additional significant players in the retail sector, including Federated Department Stores (FD), Home Depot Inc. (HD), Lowe's Companies (LOW), TJX Companies (TJX), J.C. Penney Company (JCP), Staples Inc. (SPLS), and the Gap Inc. (GPS). We'll also be keeping an eye on reports from Kerr-McGee Corporation (KMG), Clear Channel Communications (CCU, and Newmont Mining (NEM).
Since the week starts with the Presidents Day holiday, it's a light week for economic reports. We do expect to the get the word, however, on the January Consumer Price Index, January Existing Home Sales, January Durable Goods Orders, and February Consumer Confidence, as well as the preliminary numbers on the Fourth Quarter GDP. The Federal Reserve will publish the minutes of its meeting earlier this month; pundits will be checking the document for clues about future interest rate trends.
From an astrological perspective, our trading week begins on Tuesday hot on the heels of Monday's Venus/Pluto sextile and a powerful eclipse activation by transiting Mars. With heliocentric Mercury making a cardinal ingress Tuesday morning, we should see an energetic start to the week's trading. Heliocentric Mercury is also semisquare Neptune, helping to define the most significant planetary lines for the week as heliocentric eighth-harmonic factors (H,45,N,0), with a particular emphasis on the Earth, Mercury, Venus, Mars, Jupiter, Uranus, Neptune, Admetos, and Vulcanus.
It's Wednesday's Full Moon that deserves the most attention, however. The Full Moon is always an important time in the markets, bringing particularly strong energy not only to the day of the event itself but to the trading days just before and after it as well. In this case, however, the Full Moon late Wednesday night is extraordinary because it comes with Uranus conjunct the Sun (the Moon will be in opposition to Uranus just two hours after the exact moment of the Full Moon; the Sun/Uranus conjunction is exact about 24 hours later). This planetary dynamic suggests that we should be on the alert for acts of violence, major earthquakes, upheavals in society, and extremes in the markets throughout this week. As traders, we may experience those extremes either as significant tops or bottoms or as high-volume days or days of remarkable trading volatility. In other words, this is a time of significant opportunity for savvy traders, but a huge amount of caution is also called for.
Fortunately we have a couple of astrological signals that will help us simply our trading activity. A Void-of-Course Moon is in play throughout the morning on Wednesday, so we won't enter any new trades that day until after lunch. We will also be prepared to step aside on Friday afternoon, when another Void-of-Course Moon brings the trading week to an end. In spite of this shortened span of opportunity for effective trading, however, we will be moving into a powerful weekend which features a sign change by Venus and two separate eclipse activations. This energy could amplify Friday's trading drama, but it's also likely to add some extra speculative possibilities to the start of the following week as we get ready to move into March.

STOCKS TO WATCH: PXD, STNR, SYT, USAK.
Pioneer Natural Resources Company (PXD)

Trading Strategy: Earlier this month transiting Saturn was sesquiquadrate the PXD First-Trade Ascendant, and the stock experienced a brief pull-back from its rapid move upward. During the past week, however, that influence has started to wane, and PXD has resumed its forward progress, finding solid support on eighth-harmonic Saturn and Uranus lines (G,45,N,0). Right now, transiting Jupiter is poised to form a similar sesquiquadrate to the PXD First-Trade Ascendant as well as a square to the powerful Uranus/Neptune conjunction in the First-Trade chart, and within the next couple of weeks transiting Uranus will be crossing the PXD First-Trade Ascendant to add some extra juice. We're thus ready to add a long position in this stock to the Model Portfolio early this week; we will set our initial stop at 38.15.
Steiner Leisure Limited (STNR)

Trading Strategy: STNR has a very positive set-up astrologically right now, with transiting Jupiter crossing its First-Trade Midheaven and transiting Pluto simultaneously moving toward a conjunction with the STNR First-Trade Ascendant. In addition to that, transiting Apollon will be spending the next couple of months conjoining First-Trade Chiron. Technically speaking, STNR is moving toward overbought territory right now, but we haven't gotten a decisive overbought signal yet, and STNR made a correct low on Friday based on the weekend's Venus/Pluto sextile (G,60,N,0). As long as Friday's low holds during this Tuesday's trading, we plan to enter a long position in this stock this week, setting our initial stop at 33.00.
Syngenta AG (SYT)

First Trade Date: 11/13/2000; 09:30 a.m.
Trading Strategy: Like STNR, SYT has Jupiter and Pluto on First-Trade angles right now (note the similarity in First-Trade dates). In this case, however, transiting Cupido is conjoining First-Trade Pluto, and the transiting True Lunar Node is moving toward a semisextile with First-Trade Jupiter. The combination of transiting Pluto and the transiting True Lunar Node proved significant last Friday, when SYT gapped over both planetary lines (G,60,N,-2) on heavy trading volume. We see enough strength here to justify an immediate long position in this stock; we will set our initial stop at 21.72.
USA Truck Inc. (USAK)

Trading Strategy: Transiting Jupiter has been square the USAK First-Trade Neptune for most of this month, and the stock has moved to a new high. Thus far, however, it has been unable to penetrate a significant Uranus line (G,24,N,0) in spite of having transiting Uranus conjoining First-Trade Venus and transiting Venus conjoining First-Trade Mars. Our analysis shows this stock as currently overbought, so our plan is to sell USAK short early this week, setting our initial buy stop at 19.30, closing basis only.
