COMMENT: As we have been saying for the past couple of weeks, the U.S. currency is in serious trouble, breaking through Saturn support and moving lower toward the critical 84.56 level on the Dollar Index. We commented last week that we were looking “for a penetration of the 84.56 level and a strong move below.”
That penetration came last Thursday, with the Dollar Index closing below that level under a Venus/Jupiter conjunction. Venus and Jupiter, by the way, are the “money planets” of traditional astrology, the lesser and greater benefics. While we might expect their conjunction to signal good news for the dollar, in this case it is about an expansion of the number of dollars it takes to retain purchasing power. The dollar’s attempts at regaining strength on Friday were ill-fated; the Dollar Index closed out the week at 83.90. This brings it close to a first-harmonic Saturn line, a zone which should provide solid support; if the Dollar Index drops below 83.70 to penetrate that line, we could get considerable downside acceleration.

EURO GAINS NEW GROUND
As the dollar fell last week, the euro climbed. The euro had set an all-time high of $1.2927 back in February, but that figure was taken out on Friday, with the euro hitting $1.2966, up 0.7% against the dollar.
The situation is not so much that the euro has intrinsic strength; it is that the dollar is getting weaker and weaker. The greenback is falling in value versus other currencies, too, down 0.4% Friday against the Japanese yen, down 0.6% against the British pound, and hitting a nine-year low against the Swiss franc and a twelve-year low against the Canadian dollar. The Daily Sentiment Index from MBH Commodity Advisors recently hit a 10-day reading of just 6.9% of currency traders who are bullish on the dollar. This was substantially lower than the 7.4% reading back in February, and marks a new record low in the indicator’s 15-year history.
Along the way, of course, the price of gold is zooming upward. That simply means that the dollar is losing strength against the precious metal. In fact, December Gold hit $434.30 an ounce on Friday, which was the yellow metal’s highest level in 16 years.
The saga of the dollar is not over yet. The re-election of an administration in Washington that has created a record deluge of red ink hasn’t helped matters much, and there is now major doubt about the fundamental integrity of the U.S. currency, along with growing fears of four more years of increasing deficits and fiscal irresponsibility. India, Russia, and China are all reportedly selling dollars in favor of other currencies. An increase in interest rates from the Federal Reserve may help to keep some international capital in U.S. assets, adding to the dollar’s strength, but that scenario is far from certain.
But even though the real story is the dollar’s weakness and not the euro’s strength, there are some suspicious rumblings in the currency markets. Asian central banks have begun acquiring euros, and some significant Middle Eastern accounts have been buyers of the euro, too. And Jean-Claude Trichet, the president of the European Central Bank, doesn’t seem terribly disturbed by the euro’s rise.

CUBA LOOKS TO EUROS, TOO
To top things off, Cuba announced major policy changes with regard to the dollar during the past week. On Monday, with transiting Jupiter conjunct the Moon in the national horoscope for Cuba, President Fidel Castro and the central bank announced that US dollars would be phased out in Cuba during the next two weeks. The aim is to eliminate the dollar from circulation in Cuba, replacing it with a convertible peso at a one-to-one ratio. There will be a 10 percent surcharge tacked on to convert dollars into pesos, however, with non-dollar currency exchanges exempt from the surcharge.
Two days after the announcement, Cuba’s Tourism Minister Manuel Marrero revealed plans for wider acceptance of the euro throughout Cuba. The euro is currently accepted only in some of Cuba’s coastal resorts and tourist areas; the new plan would open up other parts of the country to the currency.

PALESTINE & PARIS
With Palestinian leader Yasser Arafat currently in a French military hospital, in a coma and suffering liver failure, the path to peace in the Middle East is perhaps even more uncertain now. But it is interesting to note that we are on the eve of Lailat al-Kader, the Moslem holy day which commemorates God’s revelation of the Koran to the prophet Mohammed. With various parties in the Palestinian leadership jockeying for position, it’s possible that the occasion will be milked for its propaganda value. Is Arafat truly at death’s door, or will he experience a miraculous recovery? We will have to wait and see, but it seems likely that the 27th day of Ramadan will have special significance this year.

NORTH OF THE BORDER
The outcome of the American elections last week has been met with disbelief, dismay and disgust in much of Europe. As Bill Bonner, writing from London, noted, the Europeans “are practically hanging black crepe paper from the balconies and lampposts. The Europeans hoped Americans would come to their senses and get rid of George Bush. Instead, voters stood by their man, such as he is.”
Bonner adds that “Americans are proud of their democracy. It gives them an opportunity to change leaderships without bloodshed. . . by fraud, that is, rather than by force.” But proud as they are, not all Americans are happy with the election results. A post-election article in the Village Voice was headlined “Mourning in America.” Hundreds of demonstrators marched in Seattle on Saturday to protest Bush’s election. And there are apparently a growing number of US citizens who are even considering abandoning their homeland and making a move to another country.
Like Canada, for example. The Canadian immigration web site, www.cic.gc.ca, had been getting about 20,000 visits a day from people in the US looking for information about relocating in Canada. When President Bush declared victory on Wednesday, however, the number of US visitors to the website shot up to 115,016.
While Canada is actively seeking new immigrants, the government there says that it usually takes about a year to gain permanent resident status, and that disgruntled US citizens won’t be given preferential treatment by immigration authorities. And Thane Burnett, a columnist for the Ottawa Sun newspaper, has warned US readers about the rigors of a move north. “As Canadians,” Burnett wrote, “you’ll have to learn to embrace and use all the products and culture of Americans, while bad-mouthing their way of life.”

The economic calendar features Wholesale Inventories, Business Inventories, and International Trade figures for September; October Import Prices and Retail Sales; and the University of Michigan’s preliminary index on Consumer Sentiment for November. The biggest economic factor, however, will be the meeting of the Federal Reserve Open Market Committee, which will announce interest rate decisions on Wednesday afternoon, under a Mercury/Neptune aspect. While a rate hike is quite likely, there’s a distinct possibility of some confusion about the Fed’s ultimate intentions.
We have quite a week coming up astrologically, with a Saturn retrograde station, a Uranus direct station, and a New Moon! The Saturn station is particularly noteworthy because it conjoins Neptune in the inception chart for the Federal Reserve. This does not bode well for the dollar, and emphasizes the likelihood of interest rate tightening at the Fed’s meeting this week. The Uranus station impacts the chart for the beginning of operations at the Fed, so there’s also the possibility of a surprising dimension to the Fed’s rate announcement.
Astrological symbolism associates Saturn with fear, restriction, and limitation, and connects Uranus with explosions, surprises, and precipitous actions. The stations of both planets are often linked to trend changes in the stock market. That means we will be looking for opportunities to sell short this week. The post-election euphoria could wear off in a hurry if an unanticipated upset brings some fresh caution to the markets, and if it does, the downside momentum could be substantial. Aside from the impact on stocks and currencies, we will also be watching this week for significant turns in the futures markets for cocoa and soybeans.
There’s one note of caution for trading this week. Although there’s a likelihood of a trend change and some literal or figurative earthquakes shaking up people’s perceptions, it will be difficult to assess the situation accurately on Monday afternoon. That’s when we have a void-of-course Moon impacting the trading environment, and we will step aside from active trading during that time.

STOCKS TO WATCH: ISYS, JCC, BTU, UBB.

Trading Strategy: All four of the stocks we have picked to watch this week have one thing in common: they each started trading on May 22, but in four different years. This means that all four have a similar pattern in current transits to their First-Trade horoscopes, with Saturn just having passed the First-Trade Ascendant and Jupiter hitting the First-Trade IC. As Saturn goes into retrograde motion, it will hit each stock’s First-Trade Ascendant a second time in late December and then make a third contact in early June. Right now, however, the passage of Saturn and the presence of Jupiter represent a short-term trading opportunity, amplified by stationary Uranus square the First-Trade Sun in each chart. ISYS also has a couple of other interesting transits going on right now: transiting Venus conjunct First-Trade Apollon and transiting Mars conjunct First-Trade Poseidon. This all adds up to a strong buying opportunity, so we will add a long position to the Model Portfolio this week, setting our initial stop at 19.40.


Jilin Chemical industries (JCC)

Trading Strategy: With transiting Hades conjunct the JCC First-Trade Kronos, we wouldn’t be surprised to see news of a major scandal involving this company. Even so, that configuration won’t play out completely until next year, and in the meantime we plan to take advantage of the Jupiter and Saturn transits by adding a long position to the Model Portfolio this week, with an initial stop set at 26.00.


Peabody Energy (BTU)

First Trade Date: 05/22/2001; 09:30 a.m.
Trading Strategy: Transiting Mercury is speeding across the BTU First-Traded Cupido this week, so we plan to add our long position on Tuesday. BTU gapped up last week after finding support on the fifth-harmonic lines for Pluto, Saturn, Jupiter, and Uranus (G,72,N,0). We will set our initial stop at 62.00.


Unibanco Uniao De Bancos (UBB)
NYSE; optionable

Trading Strategy: We like the way this stock is responding to the current Saturn/Vulcanus conjunction, which has a tighter orb heliocentrically right now (H,360,N,-2). In addition, Venus is moving in to conjoin the UBB First-Trade Apollon, which suggests some expansive opportunities for this equity. We plan to add a long position this week with an initial stop set at 26.25.
